| The draft resolution gives an overall picture of the current situation and of the progress achieved last year, and emphasizes the need for a holistic and coordinated approach to future activities. In general, there was significant progress last year in the implementation of the Dayton/Paris Peace Agreement. That was the result of joint efforts by the international community and the new democratic, multi-ethnic, European-oriented Government of the Democratic Alliance for Change. The partnership and the relations that have been established demonstrate that the comprehensive engagement of the international community, which complements the work of elected officials and other local stakeholders, is the only working model that can heal the wounds inflicted by the conflict and put the country on the path to reconciliation, stabilization and recovery. | Представленный проект резолюции представляет общую картину нынешней ситуации и прогресса, достигнутого в прошлом году, и подчеркивает необходимость в целостном и скоординированном подходе к будущей деятельности. | My country has thus gradually ceased to be a major international problem, and more and more it is becoming a possible model for the resolution of numerous regional and global conflicts. Hence, the full implementation of the Peace Agreement and the development of a sustainable, multi-ethnic Bosnia and Herzegovina which will be a model for the peaceful coexistence of different ethnic groups, confessions and cultures is a special challenge for the international community, too. Of course, the implementation of the Peace Agreement, and the continuous adjustments to and upgrading of our legal framework in accordance with European standards, is the foundation of the activities of the authorities in Bosnia and Herzegovina at all levels. The success of this mission is an indispensable prerequisite for stabilization and development in the region of South-Eastern Europe. | Моя страна постепенно прекращает быть главным источником международных проблем и все больше становится возможным примером урегулирования многочисленных региональных и глобальных конфликтов. | However, we consider the progress achieved last year to be only the first step in the long-term transition process from war to peace, from a destroyed economy to sustainable development, from the rule of rulers to the rule of law. The driving force in this process is the vision of a functioning, democratic, multi-ethnic Bosnia and Herzegovina, integrated into the region and into European structures. | Однако мы считаем достигнутый прогресс только первым шагом в ходе длительного процесса перехода от войны к миру, от разрушенной экономики к устойчивому развитию, от правления правителей к правлению на основе правопорядка. Движущей силой в ходе этого процесса является видение функционирующей демократической, многоэтнической Боснии и Герцеговины, интегрированной в европейский регион и структуры. |
| The first priority in this process is to fully establish the rule of law. We would like to take this opportunity to note the efforts of international entities, especially UNMIBH, which have facilitated the action of the authorities of Bosnia and Herzegovina with a view to achieving that goal. We would like to emphasize the positive results achieved in restructuring the police and strengthening the judicial system. We would also like to recall the prompt action of the State and entity institutions in adopting the comprehensive plan of action to prevent terrorist activities, increase security and protect people and property in Bosnia and Herzegovina, which underlines the active role of our country within the alliance against terrorism. We appreciate the assistance provided by the international community in this regard, especially in connection with the establishment of the State Border Service, and we expect further support for these activities in the next year. | Главной задачей в этом процессе является полномасштабное налаживание правопорядка. Мы хотели бы воспользоваться этой возможностью для того, чтобы отметить усилия международных структур, в частности МООНБГ, которые способствуют действиям властей Боснии и Герцеговины для достижения этой цели. Мы хотели бы подчеркнуть достигнутые позитивные результаты в перестройке полицейских сил и укреплении юридической системы. | The decision taken by the Constitutional Court relating to the equality of all three constituent peoples throughout the territory of Bosnia and Herzegovina represents a cornerstone for the substantial improvement of human rights. However, the delayed implementation of the decision indicates that further support from the international community might be needed to ensure the adoption of necessary constitutional changes in the State and entity parliaments. | Принятое Конституционным судом решение, касающееся равенства всех трех населяющих страну народов по всей территории Боснии и Герцеговины, представляет ключевой элемент для существенного улучшения ситуации в области прав человека. Однако отсрочка в осуществлении решения свидетельствует о том, что возможно потребуется дальнейшая поддержка со стороны международного сообщества для обеспечения проведения необходимых конституционных изменений в парламентах государства и образований. |
