| 1. The following types of taxes and levies shall be established in the Russian Federation: federal, regional and local. | 1. В Российской Федерации устанавливаются следующие виды налогов и сборов: федеральные, региональные и местные. |
| 2. Federal taxes and levies shall be taxes and levies which have been established by this Code and are compulsorily payable throughout the entire territory of the Russian Federation, unless otherwise provided by clause 7 of this Article. | 2. Федеральными налогами и сборами признаются налоги и сборы, которые установлены настоящим Кодексом и обязательны к уплате на всей территории Российской Федерации, если иное не предусмотрено пунктом 7 настоящей статьи. |
| 3. Regional taxes shall be taxes which have been established by this Code and by tax laws of constituent entities of the Russian Federation and are compulsorily payable in the territories of the relevant constituent entities of the Russian Federation, unless otherwise provided by clause 7 of this Article. | 3. Региональными налогами признаются налоги, которые установлены настоящим Кодексом и законами субъектов Российской Федерации о налогах и обязательны к уплате на территориях соответствующих субъектов Российской Федерации, если иное не предусмотрено пунктом 7 настоящей статьи. |
| Regional taxes shall be implemented and shall cease to have effect in the territories of constituent entities of the Russian Federation in accordance with this Code and tax laws of constituent entities of the Russian Federation. | Региональные налоги вводятся в действие и прекращают действовать на территориях субъектов Российской Федерации в соответствии с настоящим Кодексом и законами субъектов Российской Федерации о налогах. |
| When establishing regional taxes, legislative (representative) State bodies of constituent entities of the Russian Federation shall determine the following elements of taxation according to the procedure and within the limits which are laid down in this Code: the tax rates and the procedure and time limits for the payment of the taxes, unless those elements of taxation are established by this Code. Other elements of taxation for regional taxes and taxpayers shall be determined by this Code. | При установлении региональных налогов законодательными (представительными) органами государственной власти субъектов Российской Федерации определяются в порядке и пределах, которые предусмотрены настоящим Кодексом, следующие элементы налогообложения: налоговые ставки, порядок и сроки уплаты налогов, если эти элементы налогообложения не установлены настоящим Кодексом. Иные элементы налогообложения по региональным налогам и налогоплательщики определяются настоящим Кодексом. |
| Legislative (representative) bodies of constituent entities of the Russian Federation may establish tax exemptions and the grounds and procedure for the application thereof through tax laws according to the procedure and within the limits which are laid down in this Code. | Законодательными (представительными) органами государственной власти субъектов Российской Федерации законами о налогах в порядке и пределах, которые предусмотрены настоящим Кодексом, могут устанавливаться налоговые льготы, основания и порядок их применения. |
| 4. Local taxes shall be taxes which have been established by this Code and by normative legal acts of representative bodies of municipalities concerning taxes and are compulsorily payable in the territories of the relevant municipalities, unless otherwise provided by this clause and clause 7 of this Article. | 4. Местными налогами признаются налоги, которые установлены настоящим Кодексом и нормативными правовыми актами представительных органов муниципальных образований о налогах и обязательны к уплате на территориях соответствующих муниципальных образований, если иное не предусмотрено настоящим пунктом и пунктом 7 настоящей статьи. |
| Local taxes shall be implemented and shall cease to have effect in the territories of municipalities in accordance with this Code and normative legal acts of representative bodies of municipalities concerning taxes. | Местные налоги вводятся в действие и прекращают действовать на территориях муниципальных образований в соответствии с настоящим Кодексом и нормативными правовыми актами представительных органов муниципальных образований о налогах. |
| Land tax and tax on the property of physical persons shall be established by this Code and by normative legal acts of representative bodies of settlements (municipal areas) and urban districts concerning taxes and shall be compulsorily payable in the territories of the relevant settlements (inter-settlement territories) and urban districts unless otherwise provided by clause 7 of this Article. | Земельный налог и налог на имущество физических лиц устанавливаются настоящим Кодексом и нормативными правовыми актами представительных органов поселений (муниципальных районов), городских округов о налогах и обязательны к уплате на территориях соответствующих поселений (межселенных территориях), городских округов, если иное не предусмотрено пунктом 7 настоящей статьи. |

| Local taxes in the cities of federal significance, Moscow and Saint Petersburg, shall be established by this Code and by tax laws of those constituent entities of the Russian Federation and shall be compulsorily payable in the territories of those constituent entities of the Russian Federation unless otherwise provided by clause 7 of this Article. | Местные налоги в городах федерального значения Москве и Санкт-Петербурге устанавливаются настоящим Кодексом и законами указанных субъектов Российской Федерации о налогах, обязательны к уплате на территориях этих субъектов Российской Федерации, если иное не предусмотрено пунктом 7 настоящей статьи. |
| Local taxes shall be implemented and shall cease to have effect in the territories of the cities of federal significance, Moscow and Saint Petersburg, in accordance with this Code and laws of those constituent entities of the Russian Federation. | Местные налоги вводятся в действие и прекращают действовать на территориях городов федерального значения Москвы и Санкт-Петербурга в соответствии с настоящим Кодексом и законами указанных субъектов Российской Федерации. |
| When establishing local taxes, representative bodies of municipalities (legislative (representative) State bodies of the cities of federal significance, Moscow and Saint Petersburg) shall determine the following elements of taxation according to the procedure and within the limits which are laid down in this Code: the tax rates and the procedure and time limits for the payment of the taxes, unless those elements of taxation are established by this Code. | Representative bodies of municipalities (legislative (representative) State bodies of the cities of federal significance, Moscow and Saint Petersburg) may establish tax exemptions and the grounds and procedure for the application thereof through tax and levy legislation according to the procedure and within the limits which are laid down in this Code. | Представительными органами муниципальных образований (законодательными (представительными) органами государственной власти городов федерального значения Москвы и Санкт-Петербурга) законодательством о налогах и сборах в порядке и пределах, которые предусмотрены настоящим Кодексом, могут устанавливаться налоговые льготы, основания и порядок их применения. |
| 5. Federal, regional and local taxes and levies shall be abolished by this Code. | 5. Федеральные, региональные и местные налоги и сборы отменяются настоящим Кодексом. |
| 6. There may not be established any federal, regional or local taxes and levies which are not provided for by this Code. | 6. Не могут устанавливаться федеральные, региональные или местные налоги и сборы, не предусмотренные настоящим Кодексом. |
| 7. This Code shall establish special tax regimes which may envisage federal taxes which are not specified in Article 13 of this Code, and shall determine the procedure for the establishment of such taxes and the procedure for the implementation and application of those special tax regimes. Special tax regimes may provide for exemption from the obligation to pay certain federal, regional and local taxes and levies which are specified in Articles 13 to 15 of this Code. | 7. Настоящим Кодексом устанавливаются специальные налоговые режимы, которые могут предусматривать федеральные налоги, не указанные в статье 13 настоящего Кодекса, определяются порядок установления таких налогов, а также порядок введения в действие и применения указанных специальных налоговых режимов. Специальные налоговые режимы могут предусматривать освобождение от обязанности по уплате отдельных федеральных, региональных и местных налогов и сборов, указанных в статьях 13 - 15 настоящего Кодекса. |
